The IRS is blunt about the limits. It says an ITIN is issued for federal tax purposes only and should be used for tax reporting only. By the agency's own list, an ITIN does not:

Why employees need an SSN and work authorization, not an ITIN

A US employer must confirm that a new hire is authorized to work, and they do this on Form I-9. The USCIS instructions for that form tell you not to enter an ITIN as your Social Security number. Verifying that someone may work is one step, and reporting their pay under a valid SSN is a separate one. Neither step turns an ITIN into permission to work, because it is only a tax number. Getting paid as a foreign contractor: tax withholding and Form W-8BEN

If a US company pays you as a foreign contractor, the paperwork you usually meet is Form W-8BEN, not an employment form. Its full title is the Certificate of Foreign Status of Beneficial Owner for United States Tax Withholding and Reporting (Individuals). A foreign person gives it to the US withholding agent or payer to certify foreign status as the beneficial owner of an amount subject to withholding. In plain terms, it tells the payer you are foreign, so US withholding rules apply rather than employee payroll.

A common follow-up is whether you need an ITIN to complete Form W-8BEN. Often a foreign individual does not need a US taxpayer number on the form.
